# Bacula Systems Announces Bacula Sovereign Recovery for European Organisations

Updated 6th October 2026, Rob Morrison

*New solution helps organisations retain control of critical data and prove they can recover without external networks, cloud services or assistance from their backup vendor*

**YVERDON-LES-BAINS, Switzerland — October 6, 2026** — Bacula Systems today announced Bacula Sovereign Recovery, a cyber-resilience solution designed for European organisations that need to keep critical backup and recovery operations under their own control. It enables them to protect data on infrastructure of their choosing and recover essential systems from physically isolated backup copies without relying on internet connectivity, external cloud services or the availability of Bacula Systems.

For governments, defence organisations, financial institutions and operators of critical infrastructure, data sovereignty extends beyond where backup data is stored. It also depends on who controls the infrastructure, credentials, encryption keys and procedures needed to restore that data. A backup copy offers limited independence if recovery still requires a vendor-operated control plane, online entitlement service or external identity provider that may be unavailable during a cyberattack or wider disruption.

“European organisations are asking a fundamental question: if external services and suppliers are unavailable, can we still restore the systems on which we depend?” said Rob Morrison, Co-CEO of Bacula Systems. “Bacula Sovereign Recovery gives them a practical way to establish that control, with recovery resources, decisions and expertise held within the organisation’s own chosen jurisdiction and operational environment.”

Bacula Sovereign Recovery combines hardened backup, controlled transfer to isolated storage, catalogue reconstruction, automated recovery verification and documented procedures. Its principal capabilities include:

- **Physically isolated protection** using tape, removable media or appropriately disconnected storage.
- **Recovery without vendor assistance**, using the organisation’s own personnel, infrastructure, credentials and encryption keys.
- **Recovery from backup media** even if the original Bacula environment and catalogue are unavailable.
- **A sealed Recovery Independence Kit** containing the software, configurations, documentation, keys and procedures needed to reconstruct the recovery environment.
- **Operation without mandatory external connectivity**, vendor-hosted orchestration or call-home services.
- **Storage independence**, allowing organisations to choose and change their storage infrastructure without making recovery dependent on a single storage provider.
- **Documented recovery evidence** that can support internal governance, audits and applicable resilience obligations.

At the centre of the offering is the **Bacula Recovery Independence Test**. In this witnessed exercise, Bacula’s personnel, services and networks are treated as unavailable. The customer must recover an agreed set of systems using only its own staff, infrastructure, credentials, encryption keys, documentation and isolated backup copies. The exercise produces evidence of recovery readiness and reveals dependencies that might otherwise become apparent only during an emergency.

“Sovereignty has to extend across the entire recovery chain,” said Jorge Gea, Co-CEO and Chief Technology Officer of Bacula Systems. “An organisation needs to know that it can locate and read its isolated backups, reconstruct the necessary environment and restore critical services using resources it controls. The test turns that requirement into something it can demonstrate.”

The solution is intended to help European organisations address concerns about operational sovereignty, supplier concentration, jurisdictional control and exit planning. Its isolation, testing and evidence capabilities can also support work undertaken in response to applicable requirements, including the EU’s NIS2 Directive, the Digital Operational Resilience Act (DORA) and the GDPR’s provisions concerning the restoration of access to personal data. Requirements differ by sector and country; deploying the solution does not, by itself, establish regulatory compliance.

Bacula Sovereign Recovery draws on Bacula’s secure architecture, bare-metal recovery, extensive tape support, open-source foundation and ability to operate entirely on premises. Together with its support for organisations’ choice of storage, these capabilities help European customers retain long-term control of their recovery infrastructure and reduce dependence on individual vendors, cloud platforms and external networks.
